Stage 2 - Foundation document. The purpose of the Foundation
document is to provide a stepping stone to the production of the management
scheme. It will describe the basic information and principles on which the
management scheme is to be based, such as legislative background, reasons
for designation, responsibilities of relevant authorities and the agreed process
for producing the scheme.
